I believe police decide to act on ridiculous incidents because they can't be bothered to deal with real crimes. They intimidate honest citizans and let real criminals get away with what is sometimes quite litrilly Murder! ARGH!!!!!

if i drop a ten pound note do i get a fine? therefore costig £85 is a ten pound note litter? Zero tolerence will not stand up in court if you have not been given the chance to correct your wrong
